Foreign Office, September 2, 1909. I HAVE received your despatch No. 275 of the 3rd ultimo, reporting the steps taken by yourself and by His Majesty's consul-general at Canton to remedy the state of affairs which exists on the Canton-Kowloon Railway now under construction.
I approve your action and that of His Majesty's acting consul-general, as reported in your above-mentioned despatch, and I request you to convey to Mr. Fox the expression of my approval.
